Everyone can post pictures there and stuff, there are various categories such as photography, Anime & Manga, Animals & Nature... but also a lot of hentai, pornography and what not categories...
The biggest category of 4chan is /b/ , the "Random" category. There are no rules on what to post. There are no restrictions. It has about 111000 posts a day.
Like I said, there are no rules, so you may also see illegal stuff, unhuman things, and also childpornography through wich the pedobear was born.
