Nope, it is bare and handles an image, no layers or anything.
You will need GIMP or something similar.
google 'Easy Gif Animator' and download that. it is very easy to use, but you can only use the program a total of 20 times before your trial runs out. BUT my trial ran out so I deleted the program, then a couple weeks later just for the heck of it I went to download it again and i had another 20 trials lol.

well i found one, but i'll try this one cause the images arent so great.
