I believe that is called an editing process and multiple programs can do it, the most common software being Windows Movie Maker.

I believe it is possible, for two reasons.
One being I have a feeling.
Two videos are hundreds of different screens put together and you can change an image resolution so it would basically be a mass change.
I am unsure of what software you will be able to do it with.

You could upscale it, sure.
But you wouldn't get any more detail.
