In a recent interview with The New York Times, Nintendo of America CEO Reggie Fils-Aime let loose another upcoming feature of the "Everybody's Nintendo Channel" which launched in Japan a few weeks ago. This feature is full DS game downloads.
We had already known about the DS demo download service offered via the channel, similar to the in-store DS Download Stations, but this news is entirely different. Due to DS having no internal (or external for that matter) storage medium, the titles will be downloaded onto the flash memory of Wii, and be streamed or temporarily downloaded onto one's DS console. There has been no announcement about release dates other than the fact that it is indeed coming. Another question will be pricing. Nintendo won't honestly expect consumers to pay top-dollar for games that they have to download every time they boot up their DS, also taking into consideration the fact that we won't be able to travel with these games unless they are downloaded beforehand and the DS kept on.
Currently, Nintendo UK has said that they have "not announced plans for a European roll-out at this time". This roughly translates to "It's coming, just not anytime soon".
