These apps are just plain nasty. Often times they work in the most convoluted ways, and I'd bet that if you used the installer that came on the CD in the box, it is NOT Vista compatible. Your other alternative would be to dual boot Xp, or get a new card.
Did the computer come with Vista? Search online for an update to the software/drivers first. If that fails, look for a 3rd party solution, there's a good chance the hardware is supported, just that the software is failing. If both of those methods fail, then yes, you probably will need to look into another card.

Who is the manufacturer of the machine then? You should contact them and have them rectify the situation, since they sent you a product that is obviously not performing as advertised.
While you're at it, try running it in compatibility mode. Run as administrator, and run under "Windows Xp Service Pack 2" compatibility.
