That kind of stuff doesn't need to be kept in the RAM though, let alone be using CPU cycles 
All the information can be dumped into the EEPROM on the cartridge when it's not needed in the immediate memory, from what I understand from looking at homebrew, it's possible to do this passively using the GBA (ARM7) CPU, even if Nintendo disallowed that kind of usage, I'm sure it's still possible on the NDS (ARM9) CPU.
Graphic Quality aside, anything is possible on the DS.
Hell, I can run mine as a web server!
