from what i can tell theres supposed to be a data bank of common textures, seen as it's gonna be difficult to import your own textures without a camera.
Anyway back on topic,
gft, did you check the cable supplier for your appartment complex, they're likly to run a cable broadband connection.
not sure about cable providers in the US, but over here isp's can use other suppliers networks, so say comcast might have a deal with your local supplier to beable to use there fiber for internet, tho this is only likely if your cable provider doesn't do there own.
you never know, it might be worth a check
