I think it would be great if Waluigi was in Brawl. There are lots of move possibilities and it would make sense.

Wario look liked he played odd in the trailer. Waluigi can be odd with him.
They have chosen the Wario Ware design for Wario though, and Waluigi isn't in Wario Ware.
I agree with LMX about Wario's inclusion and how it really has to do with the games he comes from and the angle that allows for the creation of moves for a character. The WarioWare games allows for him to do all the goofy stuff he does as in those games for moves in Brawl. Waluigi on the other hand may have less to go on unless, like someone mentioned, he uses all the sports and mario party as influence in his moveset.
I do like Waluigi quite a bit, but unless the developers are inspired by him enough to make an interesting and individual moveset, I don't think he is needed. Same goes for Daisy. They can appear as references in color or maybe completely reskinned alternate costumes for Luigi and Peach. I would prefer that than an uninspired, unbalanced moveset taking up space.

Are you referring to being referenced to in the alternate costume color and/or alternate skin?
But supposing they couldn't think of any great movesets for a given character or couldn't fit them, would you rather not include them in the game at all rather than give an existing character an alternate skin?
Because, admittedly, Waluigi and Daisy do appear as take offs of existing characters. Waluigi is a mashup of Luigi and Wario. Who are essentially both derivations of Mario's original design. In his original incarnation, Luigi was simply a palette swap created so a second player could join in. And Daisy was just around for the Game Boy incarnations of Mario's adventures, and I'm not even sure why she was there and not Peach. It seemed like Mario was two-timing Peach to me.
Waluigi and Daisy don't even have their own stories or legacy, we've only seen them develop personalities in all the multiplayer mario games. Waluigi was an answer to Wario so Luigi had someone to face off against. And Daisy is around these days to diversify the gender ratio since Peach is the only female.
I don't mean to attack them, because I do appreciate Waluigi and Daisy's personalities - it's just that they don't have anything more than that to go on. There is no story that develops them enough to pull from and any moves or items they may have will just be made up for Smash.
Maybe I'm not thinking creatively enough, and lets say Daisy is made up of moves that all reference Super Mario Land, she turns into a fly or something..
And Waluigi uses a collection of moves from all the sports and Party games he's been in... Perhaps something like that could work, but it doesn't seem to come out of the character.
But essentially they are the same shape and physicality of characters we already have, so what's wrong with them being referenced in color or skin changes?
Why not fill new character slots with something completely different?
I actually read all that and I would have to agree, very good. But i would hoped that they would be inspired by at least Waluigi to develop a great moveset.
I'm not going to count out Waluigi just yet. I really think he'll be in it in some way, shape, or form since Wario is in it. Yes, I read the argument about Wario being in because of Wario Ware and that could be true. Let's not forget though that there are many Nintendo sports titles around the corner that will more than likely have him in it and it seems that they've been putting him in every game that Wario has been in except for Wario Ware.
