Although its true, cuccos and gerudos are minor characters and have little to go on. If it were someone of one of the other Zelda races, it would be more likely to be a specific character of a race. Like Darunia. But even then it's not too likely.
I feel like more likely than Zant could be Agahnim or LoZaLttP. That could be pretty cool too, with his various magic attacks- ball of magic, split ball, and lightning- and multiplying himself.
What about King Dedede from the Kirby series?
He has already been discussed but I think he could work.
I also think he could work. Although Kirby is still using his Hammer so its unlikely he'll appear.
They could give him different hammer moves from Kirby.
or we can forget about him, seeing as metaknight is there and other kirby character would work.
King Dedede is awesome fyi Brawler, so watch it.
The main thing against him is Kirby is seen using his Hammer. Which doesn't bode well for the awesome King.

I think a clue is in the trophy from Melee...it has to be one of them.
Wait a sec...there are many new characters already showcased from Melee...Meta Knight, Pit, Wario. If I recall...there is a trophy of Misty of all people. But I don't think she will appear anytime soon.
