Marth may be weakened a bit. Its possible Fox will be slower since Sakurai mentioned slowing down the game. Sheik will be hopefully less broken lol.

It means combat in general will be easier, but at the same time L-Cancelling will be more important.
Its when you press the L Trigger as soon as you hit the ground after performing an aerial. It cancels the lag. Allowing you to continue faster.
when u land from an air attack and push the L-button right before finishing the attack on the ground. it takes away 1/2 the lag
Hmm I never tried that, I only heard of when you get hit, then you press L, to get back up immediately.
Pressing L when you've been hit and are about to collide into the ground so that you roll left or right as soon as you hit the ground is called "teching"

Yeah it is pretty easy to use, but also easy to be a victim of tech-chase. Which is when your opponent chases you as you tech and waits with a Smash attack when you finally aren't invincible anymore. A big part of Roy's game.

It depends really, I'll use Roy occasionally but mostly I'll be using Marth or Peach.
OT: do they allow to change the character you choose from match to match.
Yes, and your opponent can then counter-pick character or a stage. Generally people will stay the same character if they are confident with them. I'm not sure if the winner can change character though. If he can, I think he chooses first.

i know its been talked about before but i really think Lucario can be in brawl.
That sounds like not that bad of idea actually. I guess i would really have to see how he fights in brawl.
