The majority of that list won't even be taken into consideration. The only character that could have chance is pac-man, because Namco is close to Nintendo.
Its fair to say Luigi is seem as the clumsy brother in the Mario Bros, so I expect his moveset will still reflect that.

They may go with the more recent model, like they do for most characters for Megaman. I wonder if Poo, Jeff, or Paula would appear has characters since it looks like Ness has got the boot. Poo is the only one of them without PSI powers, so he'd be a lot different from Lucas.

I don't think they would just abandon Earthbound/Mother 2 like that. It's still a game that people outside of Japan recognizes.
If Ness is dropped, they won't put supporting roles in his place... that just doesn't make sense.
