Was he ever in a DK game or just that DK cartoon?
He appeared in DK64, however he wore a camouflage suit (which look awesome, I was actually trying to find a pic of him in that outfit). I agree he deserves an Assist Trophy spot.
I think other characters from the DK franchise that (at the least) deserve being assist trophies are:
Rambi
TROFF AND SCOFF
K. Lumsy 
The fat pigs that throw grenades
The ducks that have eye patches
The crocs with skull vests
K. Rool
Mind you I said, "at the least" (i.e. it would be awesome if they could be more than AT's and become characters).

Well the surf board is a nice touch, and the Camo one is also very cool too, either one would be a great addition.
