You must connect your Wii to the internet.  After you've done that click on the Wii Message Board.  There you will see your address book.  Click on the address book and on the front it will show your Wii number.  When you want to add a friend you must add their number in your address book and they must add yours as well.  If someone doesn't know you added them or they don't have your number then you can't communicate together.  

If you add someone from here then you should PM them with your code and let them know that you added them, otherwise they may not check back in this posts (been ages since I visited it myself) and won't know that you added them. Hope this helps.
