you can submit or download celebrity mii files or others by the use of a bluetooth connection between the wiimote
and--so far--a pc running windows xp. there is a tutorial in a link somewhere on the page.

the first site deals with downloading the actual mii file, and the second has you entering the friend code of the person with the file you wanted.

Yeah, pretty decent sites. I've been to both but for those who haven't you should check it out.

i really don't have a wii yet. so, you just trade wii codes and the other person's mii's just randomly pop up in the plaza?

No, if you receive a Mii from another person in your plaza then they specifically sent it. As for the Mii parade the Miis you see are from other people that you added and they will show up randomly from the Miis that those people set to mingle.
