basically that is the theory behind a large majority of sci fi films. Check out the anime Akira sometime, that's kind of what they do. Also, you can interpret 2001: A Space Odyssey in that manner, or even Men in Black in a dumbed down way.
As it stands right now (from what I understand), we have no proof or theory supporting anything above 4 dimensions. Lots of speculation though. One thing that get's left out is where does the human conscious come into play? Are we merely electrical impulses governed by 3 dimensions and time, or is there anything higher/more too us? I guess science says no.
