I accidentally plugged in a 12V power adapter,when the computer called for 19V. Now, whenever I try to run it, it says that there's not enough battery power, but even if I put in the right adapter, it still won't charge, or turn on. Has this ever happened to anybody, and if so, is it fixable?
I don't think your laptop is fried since the voltage inputed was less than what is required. Now if it were the other way around then yeah that'd be bad. I'm no expert at laptops just because I use one all day long so I can't help you out but I don't think it's screwed. Good luck with it and try googling around for some answers. Hope you find some help.

That's what I thought, but it's not working, somehow. Maybe in this case, voltage is like different frequency, and it might just break it if it's the wrong frequency. Thanks for the tip though, I guess I'll try googling now. Or I could go on the Toshiba forums... if they have any. If this laptop is fried, I'm screwed. This is the laptop that I "fried".

I've never tried to do what you did, so I have no idea of the effects of it. However, if anyone needs a laptop (assuming you cannot get this one fixed), I'm having a top of the line Dell (and I do mean top of the line) being delivered the first week of March that I will be reselling for a small profit (but still much cheaper than Dell or eBay)

take out the battery first, just run with ac power pack.
