jay walking = crossing the road illegally. could be crossing in the middle of the street, diagonally, when the red dude is there, without looking, etc. ^^
New Yorkers (like me) are professionals at it.
Its when you cross the street when your not supposed to. When cars are traveling at you, when you cross the street anywhere BUT the marked crossings (the white sidelines), etc.

EDIT: everyone in North America is pro at it. Its illegal, but that doesn't mean the cops care... When I was in Europe, my cousins treated it as if i was carring Meth or something... jeez lighten up.. but apperantly the cops do care there >.> I don't wanna pay 500$ for crossing the street..
you phail. not everyone in the US is good at it. when i came out to St. Louis for school, EVERYONE stopped for the cars, walked to the corners...it was ridiculous. and there i was, halfway down the walk from class to my dorm with my headphones on, and seeing no cars, goes *poof* and walks across. people stare. i laugh.
they also dont know how to drive in the Southern states. but thats a story for another time
