No this not the same as Clash of the Ninja EX. That game will come much later, this game on the other hand comes out this Fall.
From IGN Interview
The special attacks will have varying motion inputs. Some inputs require you to swing the Wii remote up or down while other specials will require you to twirl the remote with specific timing. Some attacks will also use the motion sensing in the nunchuk, as well.
While we've never said no to bringing the remaining GameCube titles over to the US, it's really dependent on whether retailers would buy more GameCube products. So at this stage, it's not very likely, our focus is to develop Naruto games for the next generation systems in the US.
The mini-game mechanics will be the same as the Japanese Naruto Wii game released in February in Japan. However, the content will be adjusted to fit with the current US TV release schedule. They will have different gameplay mechanics to the main game but will use techniques that you learn in the game. One game uses the ability the throw shuriken, one is a game based around Naruto's clone jutsu technique and another gives you the opportunity to practice Naruto's Rasengan.

i hope this game is good. i also hope it will have like a story mode or be more like an rpg
There will be a story mode that follow the current story in the U.S. I it will probably have small RPG elements.
I'm not really a fan of Naruto, so I'm gonna think of renting this game when it comes out.

Included in the cast of at least 14 playable characters are Naruto, Sasuke and Sakura, naturally, but there will be more than just the usual suspects. According to Tomy and D3Publisher, each of the fighters will come to life with new animations on Wii. Revolution is set to feature six dynamic stages with two environmental combat zones; basically, gamers will be able to start fighting in one arena and bust into a second one as the brawl wages on.
Revolution will feature a wealth of gameplay modes, from story, score attack, time attack and survival to two-player versus, two-player score attack, two-player survival and, of course, 1-4 multiplayer. Although vague on specifics, a representative for Tomy/D3Publisher did confirm that the title will be controlled with the nunchuk and Wii remote; we presume the former's analog stick will allow direct manipulation of the fighters while the latter will control special and power moves. A number of mini-games have also been designed to take advantage of the Wii remote, such as Shuriken Throw, Rasengan Training and Shadow Clone Trick.

IGN Hands-On
Naruto: Clash of Ninja Revolution is still extremely early in development, but already we're intrigued to see where this new US-specific version will take the series. Clash of Ninja has proven itself twice over on GameCube, and the Wii version - while very similar and still somewhat basic in Wii control - has the same intensity, speed, and competitive nature of its predecessors. Fans were wondering if we'd see Clash of Ninja 3 and 4 in the US, and it's pretty obvious at this point that D3 Publisher is opting to create new CoN titles for the US instead of just porting over already-finished games from years back. Naruto has been selling extremely well in the US, and Clash of Ninja Revolution is D3's answer to the fans. As a final note, the entire game will be compatible with either GameCube or the Wii Classic Controller, so if you're a die-hard fighting fan and are dying to play in the traditional style, Naruto: Clash of Ninja Revolution will have you covered.
