you can count legendaries cause they are ridiculouslt strong and just b/c it has only one weakness doesnt mean it cant be taken down by a pikachu with volt tackle holding a light ball.
My third choice then would be Starmie then. I've tried electric attacks on Kingdra and they aren't super effective but volt tackle and light ball could do some damage though.
