theres no way. it couldnt withstand a single physical attack, making it very rarely seen in competitve battle.
That's probably part of the reason its ability is static.
static wont help if a pokemon uses earthquake, which is a move found frequently in competitive battle.
Pikachu makes it into the Mid Tier's when it has a Light Ball equipped. Which is equal to Raichu and a whole bunch of others.

Doexys defence sucks no matter what, how can I not use a Pokemon right? I don't depend on how great its defence will be, if it sucks, it sucks.
