You can always transfer via pal park.
pal park is a place where you can transfer pokemon from your other GBA pokemon games on to diamond/pearl. This only works one way and you unlock it after you see every pokemon in the Sinnoh Pokedex.
So im guessing no. Ditto is not in this game
Ditto is in the game but it is rare. It's there before and after you get the National Dex. The official Dimaond/Pearl thread has a link to where you can/can't find all pokemon in the game.

I obtained a Ditto last night. So yes its there.
Poke Radar + National Dex = Ditto.

are you sure, cause i never saw ditto prior to getting the national desk and its not in the Sinnoh PokeDex. pokemon in the other gens that arent in the sinnoh dex arent available before the National Dex.
Ditto is rare just like Ralts, & Nincada and you need to use the Pokeradar to find them. Chansey is rare as well and I happen to find & catch one when i wasn't even looking for one.
its still not available until you get the national dex.
