tiers are just the rank so to speak of a character. it doesnt include the other factors that can make a character good.
That doesn't stop the fact that Ness isn't very good.
tier wise. but any character can be used effectivily to win.

well, when i said my ness was sick, i ment out of the ness's out there i think mines good. not compared to all characters.

Ness still sucks. You can be a pro with him, but he still has less of a chance in winning a match against a Fox or Marth of equal skill.
of course. but if ur playing in a low tier tourney, he's one of the better characters
In that case Roy's chances also become better. But this isn't about low tier tournaments, this is about overall.
Low tier tournaments mean nothing to the tier list.
if you choose, can you use low tier charaters in regular tournies.
You can, like when I use Roy, but usually it doesn't end well for you unless you are superior at using that character.
