The females aren't always necessarily weaker because it also depends on its nature. In FR/LG and R/S/E adamant nature was the best for me because it had stronger attacks. There are many new, better natures in D/P.

Female pokemon aren't weaker than their male counterparts. It's all dependent on nature and how you raise them. There are some pokemon that can only be female.
Well I have the game, a male Pinplup or something. It the game is awesome so far.
Piplup is the first stage and Prinplup is the second stage.

You get Empoleon at level 36. Your cousin will get Torterra at level 32.

You did it right. I believe grass starters have always evolved earlier than the other type starters. There might be one who didn't. But that's the it has been.
