why is the weather icon for Tokyo different than all of the others?

Well, we believe that since Japan's content is aroun 70% anime, they got anime style icons.

Or maybe its just because Nintendo resides in Japan :p

I think your second opinion is more logical.

That and I think it's how they portrayed them there because I know I've seen images of the sun pictured that way before.
